cities services and companies and return a listing of services or
opportunities available ie: not offered in that area that would
normally be avialable or are available in other cities or cities of
comparable size?

Cross reference buisiness directory that tells you what might be a
good opportunity in a city of the size your are researching.

If a City of similar size and attributes has services that the one
your are researching does not.
