I am looking for a list of websites that provide the service of
telling you what the best doctor for a speciality in your
area is (USA).

Furthermore I want to know how they assess the "best" (Methology).

Be careful of this.  Often, the "success statistics" of doctors are
highly misleading b/c the best ones often see the highest risk
patients, patients who other doctors  have given up on.

Your best bet is to go to the biggest research hostpial in your area. 
The doctors in those hospitals are WAY more competent than the ones in
the vast majority of smaller hospitals.

One possible exception is if you need a routine procedure done... Many
times there are hospitals in which the surgeons do thousands of the
same exact procedure every year.  For highly routine procedures you
can do well going to a wealthy suburban city and finding the doctor
who does the routine procedure on all of the rich people a thousand
times a year and makes over $1M a year.  It is likely that this will
be a very competent person.
