Based on what people are saying about this company on the Web, it
appears that if you ordered from them
--your credit card transaction would not be secure
--you might or might not receive anything
--if you received software, it might work
--if you received software, it would probably be illegal
There are also red flags on the web site itself. There is no
telephone number or address, not even a country, just a region. They
offer "OEM" Microsoft software without hardware, but Microsoft
requires that OEM licenses be sold only with hardware, and, in fact,
tied to that hardware.

It is common for software pirates to try to evade the law by selling
their wares as backups for legitimate licensed software that the
customer already owns.

The FAQ page says "Be aware that you will not be able to register the
software with the manufacturer" and the front page says "No tech
support is given by the manufacturer." The latter is not unusual for
OEM software, but the former is.
Here are some links to discussions that appear to be about this
company. I believe references to both "CD Cheap" and "oemcd" refer to
the same company. "CD Cheap" appears on the web page in big letters,
and the copyright notice mentions oemcd, Inc. The general pattern of
the discussions is that someone asks if the deal is too good to be
true and someone else responds that it is.
