There was a children series in the 70s comming from the netherlands.

The problem is, I can´t find out íf it got german or english subtitles
and I don't find a shop where i can buy it.

I have both good and bad news. The bad news first: The Q&Q DVD set
features neither English nor German subtitles. The description on the
Bridge Entertainment website says:

"Taal: Nederlands Gesproken (stukje over ondertiteling weglaten)"

That means in English:

"Language: Dutch audio track (omit comment on subtitles)"

The part in brackets was clearly an editorial remark for the person
editing the website, but not meant for being included in the final
version. It indicates that there are no subtitles, so mentioning the
lack of the same is not necessary.
This conclusion was backed up by some reviews of the DVD set I found.
Dutch as the DVDs' language is always listed, while subtitles are
never mentioned.

But now the good news: I have found a shop where you can order that
DVD set. It's the webshop of Dutch Public Television, KRO, who
originally produced the Q&Q series. The price is EUR 20.95:
