I know there is worldwide satellite internet access and self-pointing
mobile satellite internet access (like http://www.starband.com/), but
is there any service that works from a boat anywhere in the world?

If there is, what company(s) offer this service?

For worldwide access you need a satellite service that spans the
globe.  Inmarsat in my mind is still the best worldwide marine
service.  www.inmarsat.com
