So I was a passenger in a car heading north along the FDR in Manhattan
the other day, and noticed something I didn't see the last time I was there
some time ago: there's this huge black pipe-like structure stretching for
many blocks along the western bank of the East River. Periodically it
has what look to be attachment struts or something similiar, and 
labels "FD-<n>", where n is an increasing number.

What is this huge thing and what is it [or what will it be] used for???
