What social issues in United States history have been legislated
before a popular majority has supported it?

Example: If same sex marriage was legalized in the United States in
2004, it would not have a majority of support within the population.
(I believe 60% of the population oppose same-sex marriages).

I am looking for 5 high profile issues and supporting polling data on
the level of Women?s Voting Rights, Integrated Schools, etc.

In 1968, when the ban on Interracial marriage was struck down by the
Supreme Court, 23 states still had the ban on the books.
