It appears to me that an online copy of the paper you've mentioned is
going to be extremely difficult. Contacting the Library or the
Mathematics Department at Middlebury College seems to be your only

I was able to find this thesis on a similar topic which uses "The
Mathematics of Card Shuffling", by Peter Harris as one of its
references:

The thesis by Peter Harris is probably good reading.
However, since it is hard to obtain, you might want to check out the
book Magic Tricks, Card Shuffling and Dynamic Computer Memories by S.
Brent Morris
