Both Pennsylvania and New Jersey belong to "The Drivers License
Compact" ("DLC"). That 46-state agreement was formed in the 1990s to
further a "one drivers license" and "one drivers records" concept to
standardize motor vehicle-related law enforcement.
The good news (for you) is that this standardization does not extend
to "minor" traffic violations, such as speeding. While such
violations must be reported to the home state of the violator, their
treatment under the home state's laws is left up to that state.
Here is what the Pennsylvania Department of Transportation has to say
about "points" assessed for speeding in another DLC state:
"Although reported to PENNDOT, minor traffic offenses such as
speeding, red light, stop sign, etc., will NOT appear on your driving
record. Points will not be assessed to your PA driving record when
convicted of a point related offense in a DLC member state."

Additional Information:
Here is a link to the text of the statutory language that embodies the DLC:

Search Strategy:
I used a variety of Google searches to find the DLC, including this
one, which was the most useful:
"in pennsylvania" "vehicle code" points
://www.google.com/search?num=30&hl=en&lr=&q=%22+in+pennsylvania%22+%22vehicle+code%22+points++
However, the DLC didn't provide the definitive answer (since it leaves
the treatment of "minor violations" is left to each member state). It
was surprisingly difficult to find the specific information you are
seeking because it is not apelled out in the Pennsylvania Vehicle
Code. The following Google search was ultimately successful:
penndot "vehicle code" points "not"
I am confident that this is exactly the information you are seeking
(and were hoping for). If anything is unclear, please ask for
clarification before rating the answer.
