How/where do video rental distribution companies (i.e. Blockbuster, Netflix)
get their videos?  What kind of licensing is involved, and through
whom, to gain rights to rent videos and DVD's to the public?

As you'll see from this page on the Video Software Dealers Association
website, there is no licensing required to rent out legally purchased
copies of videos and DVDs:

Can you clarify whether your question is focused on what steps might
be necessary to set up a new video rental store, or is your question
driven by some other need?
