The American sociologist Talcott Parsons famously posed the ?question
of order? in his book The Structure of Social Action. Here he defined
one of two sorts of order espied by social life as the social ?process
tak[ing] place in conformity with the paths laid down in the normative
system? (p.91) (where ?normativity? refers to ends, rules, and norms).
My question is: what was the other sort of order that Talcott refers
to? Is it the Hobbesian problem of order of which he also speaks or
is the Hobbesian ?problem of order? another name for the ?normative?
one described above?

In German (does this help?):

"Er unterschied in The Structure of Social Action zwei Typen gesellschaftlicher
Herrschaftsform
Beide Typen gesellschaftlicher
Herrschaft waren, so machte Parsons klar, wiederum abzugrenzen gegen
?a situation of the uncontrolled play of interests? (Parsons, The
Structure of Social Action, p. 661)":
