I need to find a definition of Treasury Counsel and in particular
First Senior Treasury Counsel... they are the senior prosecutors at
the Central Criminal Court (Old Bailey). An official one from the CPS
or Lord Chancellors department would be nice. ASAP would also be very
helpful. Thanks.

Dear rai130-ga,

Treasury Counsel are appointed by the Attorney General "in
consultation with the Director of Public Prosecutions and First Senior
Treasury Counsel with the assistance of recommendations from the
Treasury Counsel Committee".
There are Criminal Treasury Counsel and Civil Treasury Counsel
(Chancery and Common Law).

Although I could not find a definition for First Senior Treasury
Counsel, if you use the search term "first senior treasury counsel" in
Google you will see that it refers to the most senior and experienced
of the Senior Treasury Counsels.  For instance, David Calvert-Smith
"became Senior Treasury Counsel in 1991 and was First Senior Treasury
Counsel from 1995-1997."

These are extracts from the Attorney Generals Review of 2001/2002 (the
latest available)

"(a) Civil Counsel
(i) There are two civil First Treasury Counsel. They are First
Treasury Counsel (Chancery)and First Treasury Counsel (Common Law).
The current incumbents ? Jonathan Crow and Philip Sales respectively ?
were appointed by the Attorney General (the Rt Hon John Morris QC, MP,
as he then was) in 1997. They devote the whole of their time to
advising Government and appearing as advocates on their behalf in
relation to civil matters, specially the most important
and legally complex ones [...]
(b) Criminal Counsel
(i) On the criminal side, there are seven Junior Treasury Counsel and
eight Senior Treasury Counsel. They are appointed for a period of
three years with an option for the Attorney General to renew the
appointment for not more than three years, save in exceptional
circumstances. They devote the whole of their time to advising, and
prosecuting on behalf of, the Crown Prosecution Service and other
prosecuting authorities.[...]
Appointments of Junior Treasury Counsel and Senior Treasury Counsel
are made by the Law Officers in consultation with the Director of
Public Prosecutions and First Senior Treasury Counsel with the
assistance of recommendations from the Treasury Counsel Committee.

sensitivity or complexity, which, regardless of the offence type, may
warrant instructing Treasury Counsel.
Treasury Counsel are appointed by the Attorney General to advise on,
and if necessary present, on behalf of the Crown Prosecution Service,
prosecutions of important and complex cases at the Central Criminal
Court and other London Courts."
