How to attach voice annotations to a jpeg or picture?
How it works, the resulting file is still a JPEG or somethnig else
(e.g. .AVI), what software to use to make the annotations and what
kind of viewer is needed to see the JPEG and hear the voice
attachments.

After receiving a few Comments (Thanks a lot to natch-ga), I
understood that a JPEG with voice annotation is a single JPEG file
(bigger), containing "inside" the voice information.

1) I would like to have a "confirmation" that this is true, and a
SAMPLE JPEG file containing sound.

2) I would like to have information about GOOD Shareware (or better
Freeware) application(s) capable of edit the EXIF JPEG files, add
voice annotations and also information about "viewers" capable of
showing the picture and play the voice annotation.

These applications should be "practical". I cannot use a JPEG of about
43 KB becoming a monster half MB because a 10-20 seconds of sound.

Note: I was not able to use the software stated on the comments (so far).

Voice Annotations are a form of Meta Data added to a JPEG image conforming to EXIF.

"EXIF stands for Exchangeable Image File Format, and is a standard for
storing interchange information in image files, especially those using
JPEG compression. Most digital cameras now use the EXIF format."

You can find details on the format at http://www.exif.org/specifications.html

The main EXIF site at www.exif.org also has a link to a piece of
software called Photo Studio ( http://www.stuffware.co.uk/ ) which
will let you work with EXIF data directly.

OK, nice. Thanks for the information.
But yet, I do not understand if a JPEG with voice annotation is ONE
file (bigger I suppose), or TWO files (the JPEG and a WAV file), that
are somehow attached by a flag in the EXIF header.

Did you ever handled this kind of file? When emailing (for example) a
JPEG with voice annotation, are you emailing ONE file or TWO?

The EXIF information is simply part of the header.  The beginning of a
JPEG file contains a header explaining some simple details of the file
so the program rending the JPEG knows what to do with it.  Adding an
annotation to the EXIF header just makes the JPEG file bigger (by
extending the header to include this information.

The JPEG file is just a big capsule.  You had picture data in it and
you added voice data to it.  The voice is stored inside the JPEG file.
