Porbably yes, but there is no conclusive answer to your question. The
US government claimed, in 1993, that Iraq had tried to assassinate
George Bush (as well as the Emir of Kuwait) during a visit of the
former in Kuwait. However, since this is based on intelligence
reports, on interrogations that might have been violent, and other
means that are not transparent, it is not certain.
