What are the reasons and general background for the United States of
America paying Israel more than 3 Billion US$ each year in the form of
loans (they never have to repay) and grants since the late 1960's?

It is also interesting to note that donations to foreign orgainization
are not tax deductible unless they are in Canada, Mexico (both
bordering on the U.S.) or Israel (nowhere near the U.S.).
