Looking for someone who can supply me with a secondhand copy of the
Directory of European Automotive Suppliers 2001/2002 (IMS publishing)
which can be purchased online for US 450, I would be willing to pay US
150

Have proceeded on assumption your reference to directory (at cost of
US$450-) came from here:

Three strategies you may care to consider to reach your goal (at
specified cost) are:

1. ?IMS Publishing? is part of a group of companies that has their own
website for internet based sales (http://askauto.com). As the
directory you want is older than their current listed item (i.e. you
want the Directory of European Automotive Suppliers 2001/2002, whereas
their annual publication list refers to Directory of Automotive
Suppliers) they may have some left over (in publishing terms called a
?remainder?) that may be price negotiable.
Suggest you send an email to them, asking if they hold a remainder and
if so, what the cost would be. If they do and price is high, negotiate
(What do you have to lose? What are they going to do with an item
equivalent to yesterday?s newspaper?).
NB. This suggestion is supported by the £295- (equal to US$450-) price
tag on the current product (i.e. stands to reason that whoever you
priced your product with will be making a profit and a good one for
yesterday?s news).

2. Find someone who has a current version (preferably CD based) ask
them to copy it, save it as an attachment, then email it back to you.

3.As the directory is an English Publication, the original issue and
all subsequent issues should be sent to the ?Legal Deposit Office? of 
?The British Library?. This is done on the basis of a publisher being
able to affirm copyright over a publication, if a future dispute
arises; also on the good sense measure, of a nation having a
repository of all its books for future generations. Normally the
British Library itself gets a copy of the first publication and in
fact it holds the 1994 edition.
Not much use? Well possibly yes and yes.
Possibly yes. A reference to the 2002 edition being on order (doesn?t
mean it will ever be received) was noted, so periodically you may like

Yes. If it responds with a 2002 listing or you want the 1994 edition,
the library can provide it. After the above search procedure press
?request? and follow the prompts. Strictly speaking the library can
only provide 10% of anything (copyright rules) but it is possible to
stretch things a little by specifying the pages required (so it covers
a third of the directory) & doing three requests.
NB. See ?charges applied?. By getting lucky (with specification of
page numbers), using the standard service & receiving the pages
electronically the cost comes in under USD$150-.
