The image you are asking about is an oil painting by Clyde Caldwell.
It is titled "White Magic" and originally appeared as the cover to
Dragon Magazine #147.

It's sad that many sites, like the one you found this image on, don't
give credit to the artists.

Search strategy:
I browsed the other images on the original site to find ones with the
same monogram. One image showed two figures in front of a building
with a sign that said "The Yawning Portal." This gave me something to
search on.
Searching for "the yawning portal" turned up a slew of results, many
of which had to do with a fantasy series called The Forgotten Realms.
Switching over to Amazon, I searched for "forgotten realms 1989." I
included 1989 because it was the year on the original image and I
wanted to see Forgotten Realm books from the correct time period. I
lucked out on the first search result, a book titled Streams of
Silver. The cover art had the same monogram as the original image.
Unfortunately Amazon didn't have credits for the cover art listed.
Switching back to Google, I searched for "streams of silver" "cover
art by." It didn't take long looking through these results to see who
the artist was.
Phew, a long explanation for what turned out to be a fairly quick
search, though I must admit that I sort of suprised myself in finding
it.
