After downloading Windows XP Service Pack 2 my Norton Firewall 2004
blocks access to my internet service provider.  I uninstalled both SP2
and the Norton Firewall and reinstalled the Norton but this did not
solve the problem - I still have to shut down Norton Firewall before I
can access the ISP [which is via an ADSL link].

The Symantec website lists a dozen or so ways of tackling this,
however they take time.  Can anyone suggest a quick solution or the
most likely solution?

Check the all settings of firewall.

uninstall the norton firewall and keep the windows firewall from sp2. 
You don't need that many firewall in your life.
