No - he is saying the opposite in your quote. The important idea is
entertainment FIRST!

"Brecht on Theater" a collection of translated essays by Willett might
contain this quote. One such essay, "Entertaiment or Education" (1936)
seems possible.

Don't forget your quotation is probably a translation, so there may be
more than one English version.
