Brief answer:
Assuming you have the basics covered (case, power supply, CPU, RAM,
Hard drive, CD-ROM to install software, Operating system), you'll need
a modem (preferably internal modem) if you are planning to use a dial
up connection. If you want to use a cable/DSL "modem" or want to be
on a LAN, you'll need Ethernet connection support on the Laptop
(preferably internal to the machine). I say "preferably" because if
you have PCMCIA card slots, you can get the cards with dial-up modem
or ethernet interfaces.
Another option is to have (internal support for) USB and use a USB
modem (or connect to the DSL/Cable modem by USB, assuming those modems
support a USB port). In addition, you'll need an internet service
provider (either dial up or cable/DSL) and configure the software to
connect through their service (relatively simple matter).
Building a laptop will require a higher degree of skill and a harder
search for parts and may end up being much more expensive (if you want
to buy ONE part instead of buying them in large quantities) than a
similarly configured desktop.
