Here's the deal: We're a small business wishing to get access to NEW HOMEOWNERS. 

It's important that we know the name and address information for NEW
HOMEOWNERS as soon as possible after they've closed on their home and
the deed has been filed at the county seat. (The State is Oklahoma)

QUESTION(S): How can we get the addresses for new homeowners en masse
in our county and surrounding counties? Once we have the address
information, how can we get the corresponding phone account
information from the SBC or elsewhere, preferably en masse? We do NOT
want to call directory assistance at $1.50 a pop; we need this
information at the least cost and in a less cubersome means than
directory assistance. (Those phone accounts that are unlisted
numbers we aren't interested in.)

Where can we find this information at the least cost once we have
gotten the address information? BOTH OF THESE DATA ITEMS MUST BE AS
TIMELY AS POSSIBLE! In other words, we need to know AS SOON AS
POSSIBLE after the house closing the name and address of the new
homeowner, and we need to be able to obtain the number for the new
phone listing AS SOON AS POSSIBLE without calling directory
assistance. It's too cumbersome and too expensive. Also ruled out is
any use of the Realtor's Multi-List System. Thanks.

I made it way too complicated. Here's what we want to find:

1) Names and addresses of new homeowners. This information in our
state (Oklahoma) is normally available at the county hall in each
county. Who do we talk to, and what do we ask for? (Deed information,
etc?) We actually have a clue about this information, but any help is
appreciated.

More importantly, 

2) The corresponding new telephone listings. By the time these new
listings make it into the databases of the "white pages" type search
engines, it's too late. There's got to be a way to get these new phone
listings, which can be cross-referenced to the new homeowner data,
once the account is opened with the local telephone company. In most
cases, this will be SBC. (Some rural areas are actually served by
small independent phone companies.)
