I need a proivder of lat/long center points for city neighborhoods
nationwide. For example if I look up the Marina in San Francisco, I'd
like lat/long coordinates for a point central to the Marina. I need
the data in bulk for all major US cities (I don't have the time to
mess around with maps).

I think you can get these for zip codes, but I've never seen them
listed for neighborhoods (many of which do not have precise boundaries
or center points, as far as I know).

Would zip codes work for you?

Zip codes mapped to neighborhoods would work. So if I check on SOMA in
SF, I get back 94105, 94103, 94107, etc.
