Can I be sued for running an ad about how a contractor ripped me off? 
I paid for a job that he never completed and I have PROOF of my
claims.  The ad would just state how I paid him but never received the
completed work and how all my calls have gone unanswered.

Location is very important, though the truth is that you can be sued
anywhere -- the question is what is the outcome.  For example, in the
U.S. the facts of the case would determine whether or not he was
libeled (the likely statement in the suit).  In the U.K., competitive
advertising is so highly discouraged that even mentioning a competitor
in an advertisement can be deemed commercial libel.

So, it would be important to know what country (and state/province)
you're in to answer this authoritatively.
