Two part question:

a.  What is the origin of the current Treasury Bond quotation method (in ?32?s?)?

b.  Why is the quotation method for United States Treasury bonds
(T-bonds) not changed to base 10 (i.e. in ?100?s?), which would be
more easily understood by an investor?
