I'm looking for a precincts to congressional district listing in any
form for Duval county (district 3,4,6), Florida in the 2000 election
year.

Hello punkinhead, and best of the Halloween season to you.  

I'm not entirely clear on what you're looking for, but have a look at the map here:

and let me know if this gets you close to what you need.  It's a
powerful, but confusing, site, but I suggest playing around with it a
bit.

The black lines are the Congressional district boundaries.  From what
I can tell, each colored blob on the map is a voting district.  If you
click on "Info" up above, and then click on a blob, it should pop-up a
box with info about the district.

At the bottom of the map are boxes you can check/uncheck to redraw the
map with or without roads, highways, etc.

Is this what you needed?  If not, maybe you can explain in a bit more
detail what you're after.

What I want to do is to know what precincts made up each district in
Duval county in 2000. I am researching data in tables, in the context
of the year 2000, but it is showing present (2004) districts
(redistricting changed what precincts were in what district. What I
want to do is filter the data by precincts into the groupings of
districts they were in 2000. Each district is made up of many
precincts and when redistricting occurs, some precincts end up in
another district. I hope this makes sense. I have been staring at it
so long, I forgot someone else would need more explanation.

Thanks for the additional info...it helps to understand what you're after.

You didn't give me any feedback on the map at the link I provided, and
that would help me even more.

The map shows the precincts as they were in 2000, as well as showing
the congressional districts for the year 2000.

For instance, right under the "Zoom In" button is a yellow blob with
the number 489 in it.  Clicking on "Info", then clicking on the yellow
blob, opens up a box with precinct information along the lines of:

2000 Precincts (FL)  DUVAL7P 
Block Group  120310103042 
Census Place (2000)  JACKSONVILLE FL 
County (High)  Duval FL 
StatewideFocus(FL)  DUVAL7P 
2000 Precincts (FL) Information  

BVAP00 2610

and a whole bunch of other stats as well.

What I am looking for: is what precincts made up districts 3, 4, and 6
in Duval county in 2000. I recieved a database that has information
from 2000, but Duval gave it to me with the precincts presented in
2004 districts. I want to filter the precincts so the information is
presented in the original 2000 districts.
What I need is some type of listing where the 2000 districts appear
with the precincts so I can cross-reference them.
Once you explained the map it is good, but I need the information
written out. With about 400 precincts in the three districts I cannot
pick out every one.

OK...I understand more clearly now.

How are the precincts identified in the information you have?  By that
I mean, how are they named?  Is DUVAL7P one of them, or do they use
some other identification convention?

Perhaps you could just cut and paste some of the information you have
already into a comment, here, so I can see what it looks like.

The above is a paste of the Field names and the first record. I put in
letters to block the name. I am tracing the history of a petition but
the information the state now has listed in 2004 districts. The
petitions are based on districts which change with the redistricting.
The petition is from 2000 so if I can find a cross-reference of the
precincts to the 2000 districts, I can then group as if 2000 usingthe
precincts.
