What Canadian energy company has been acquiring and specializing in
Liquid Natural Gas, has a P/E around 14 and pays a small dividend?

Andarko Petroleum?  P/E 13 and pays a small dividend.

They are headquartered in Houston, but have a large Canadian presence
and specializing in natural gas and acquired Access Northeast Energy,
a company specializing in liquified natural gas.

If this is correct, please let me know and I will post as an official answer.

By the details of your question, I am sure the company you are looking
for is Encana, ECA.  The P/E number doesn't match the mailing
perfectly with recent price changes, but ECA is the one refered to in
"E-Day". It has the Colorado natural gas exposure and the Alberta oil
sands business too.
FYI: Encana acquired Tom Brown, Inc. (TMBR) of Denver, CO earlier this
year. Paid cash.
