Is there an association for individuals who run certification programs
for national associations?

The only one I could find that even comes close is The Association of
Specialized and Professional Accreditors, an autonomous nonprofit
corporation organized under the District of Columbia Nonprofit
Corporation Act exclusively for educational, scientific, research,
mutual improvement, and professional purposes.

This organization comprises accrediting bodies, which is good.
Accrediting bodies work with schools to make sure a school's program
meets the standards of the profession.

What would be even better is an organization comprising associations
that actually offer their own professional training and certification
(eg, American Pediatric Association), or (ideal) an organization whose
membership consists of the Directors of Certification at these
national associations.

As I mentioned, I don't know of an organization that is comprised of
multiple agencies and programs whose common interest is the
certification of others, but one suggestion might be the hunndreds of
law enforcement and fire academies around the nation that, AS A SINGLE
ENTITY, seek to certify a wide range of personnel (deputies,
policemen, marshals, constables, firefighters, and on and on) in a
wide variety of professional skills (radar, first aid, self defense,
firearms, tactical, investigation, hostage negotiation, etc - just to
name a few - that *ALL* [read: "each"] require local, state and/or
federal certification).
