I am looking to find a data source that will give me figures on
countries' expenditures on diplomacy.  This does not include foreign
aid (ODA).  It would include embassarial staff, international
representation, trade and foreign affairs negotiators, etc., etc.

In short, I'm gunning for recent (2000 or later) data for
nonmilitary/non-aid spending in international affairs.  I need to be
able to get the data for the G7 countries at a minimum, and also
Australia, Norway and the Netherlands if possible.

You don't need to provide me with the data tables or a summary - just
point me to where I can find it.
