Decree 33 in Nigeria provides for the imprisonment of persons
convicted of drug crimes outside of Nigeria.  Is this decree still in
effect and, if so, is being enforced;  that is, is the Nigerian
government actually sending such persons to prison on their return to
Nigeria?
