There are certainly associations that maintain large databases of golf
courses, and include a ton of detail on each one, including municipal
golf courses.
I'd be happy to direct you to an online database that would allow you
to do some preliminary exploration. And you could certainly contact
the organization for additional information.
I can't guarantee that either the database or the organization will
have the information you need, but at least I can get you started on
the right path.
Should I post this information as an answer to your question...?

I am looking particularly for answers to some of these questions and
they must be answered with respect to 9hole municiple courses? Do
other 9 hole munies have league play? Do this courses have a pro shop,
rental clubs, rental carts, rental pull carts ect? If they do, who
reaps the profits-the pro or the municiplty? What is typical of
salaries and benies for the director of golf? How many additional
people work behind the counter taking reservations ect? Are some of
those people also pro?

If you're looking for a database or an an organization that has that
sort of information, I'm not aware of any, and I rather doubt that one
exists.
If you want a database that can identify municipal 9-hole golf
courses, and provide addresses and phone numbers so you can contact
them...then I can probably assist you.
Let me know.

thanks, but I do not want to telephone any organization you suggest.
I was hoping you had a way of getting into the data bases of varies
sectional pga data bases. I was told this is the kind of data they
collect.
