Would a list of links, at various search engines, where they list
their top searched keywords suffice for an answer?

I assume that the top ranked words of the search engine providers
would have significant overlap. What I am looking for is a COMPLETE
list of keyword names ranked by popularity based on the number of
queries (e.g. top 5000 words ranked in order).

Finding the top 5,000 keywords is going to be next to impossible. 
There is a subscription service that you can get the Top 1000 keywords
emailed to you daily.  There is a free trial available and
subscriptions run from about $8.00 a day to $250.00 a year with other
various options.

Great!  Please provide me with the contact information for the
subscription service(s) you mention in your note.  Assuming they can
provide me with a top 1,000 list for a fee, I will consider this

Thanks for your question.  In this day of hihgly competitive web
business, knowing what word people are using for their searches is
invaluable.  One of the best sources for keyword research is
Wordtracker at http://www.wordtracker.com.  Wordtracker has a service
which gives you many options for your keyword research needs.  The key
service, however, that I think would benefit you the most, based upon
your question, is their Top 1000.  There are two parts to the Top
1000: The short term 1000 which shows you data from the last 36 hours,
and the long term top 1000 which shows you data from the last 8 weeks.
 This list is updated once a day.

Other services that are part of their subscription is the ability to
enter a generic term and they will provide you with up to 300 related
terms, you can enter specific keywords and they will let you know how
popular those words are.  These are just a few of the the services you
get with the subscription.

Hello,

I am the Webmaster of http://www.cisspguide.com and I used some of the
services TarkTech Solutions offer and it really helped me.  I have a
PR of 4/10 on Google and growing.

They offered me a service for little money and gave me the top 1000
keywords report and I used that to get the website ready.

You should contact them to see what they can do for you.
