i need to find a free ISP  in my area.  my zip zip code is 68718.  it
will have to be a 800 number that can be reached from this small town
in nebraska

You won't find a free ISP with an 800 number. They would have to
absorb too many costs. However, there are several inexpensive pay
companies ($10/month) that offer such access.

If latency and great speed aren's issues, you can also access the web
through mobile phones over GPRS or similar technologies. T-Mobile has
the cheapest plan for unlimited data ($20/month).

The free ISP market in the UK opened a few years ago when the general
model changed from subscription based to fundamentally free services.
However, the customer would dial up on an 0845 number to get their
internet access. The ISP would then receive a proportion of the amount
that the Telco received for the use of the 0845 number. The Free ISP
market is still strong in the UK with ever more free services such as
SPAM blocker and Anti Virus on e-mail being supplied for free. Typical
examples of Free ISPs are
