The New York Department of Insurance divides the state into
territories for purposes of determining auto insurance rates.  I am
looking for a geocoding database of these territory boundaries.  The
database should be readable by MapInfo.

I just talked to a guy at the New York State Insurance Department, and
he said all they have are the descriptions of the areas. Those
descriptions are available at
(http://www.ins.state.ny.us/acrobat/auto01.pdf), page 42-44.
