There are different organizations which judge the effectiveness of a
particular state, county or city's recycling program.

On a national scope, according to the NRC or The National Recycling
Coalition the city of SOUTH SIOUX CITY, NEBRASKA has the best
community or government recycling program for 2001.

The AF&PA (American Forest and Paper Association) also awards
recycling for paper products on a national and local level.

The AF&PA 1999 Best Paper Recycling Awards

The AF&PA 2001 Best Paper Recycling Award Winners

The state of California has it's own awardees of the best recycling
programs per city or county called the Trash Cutter's Award. The
