Does Adobe Acrobat Writer have the capability to send a PDF form to a
person and it allows the person receiving the document to enter in
data into the form and send back the changes to us typed out

I am no expert on the matter and could very well be mistaken, but to
the best of my knowledge the person would need to own Acrobat Writer
as well since they would be modifying and saving in PDF form (thus
writing a PDF file).

For compatibility reasons, you would probably be better off using a MS
Word format instead.  It would be a larger file of course, but would
be a lot more compatible since many more people own Word than Acrobat
Writer.
