I need to know how I can figure out which process is causing very
brief cpu utilization spikes on a Windows 2000 server. I already
understand that I can sort processes by CPU in the windows task
manager to order them by processor usage, but I am looking for a
better solution that does not require me to stare unblinkingly at the
task manager for long periods of time hoping to notice a process that
blips up to the top of the list for a split second.

The solution I'm looking for would be one that explains to me how to
use a utility that is already present in the Resource Kit and provides
me with a list of all processes that exceeded 90% cpu utilization over
the sampling period that I run it.
