I want to find the publisher of a Brazilian song called "Nao manche o
meu Panama", composed by Alcebiades Nogueria. This is so that I can
contact the publisher to license the song for a new music CD.

Perhaps it would help if you spell the right name:
It is "Alcebiades Nogueira" instead of "Alcebiades Nogueria".The "i"
letter is not in the proper place.
