Trying to find the name of a film / movie that was proberbly made in
the late 1980's / early 90's, i think it had stephanie Powers in, and
had a carnival atmosphere, could have been in europe. I know it
featured a music track by Evelyn Thomas called 'High Energy'.

Could it have been "Deceptions" (1985)?

Part of the movie takes place in Venice, Italy, which is famous for
its annual "Carnevale."

Also, the film reportedly features a song by the Pointer Sisters, so
it's no too hard to imagine the soundtrack including "High Energy" as
it's of a similar style and vintage.
