i have a advent 3209 2.0ghz 256mb pc. Does my computer have pci 2.1 slots?

I have found your Advent motherboard is Elite L4S5M:

Nevertheless, I couldn't find more detailed PCI information of your
motherboard. Normally, The bios setup MAY have an "enable PCI 2.1
compliance" option  The bios setup may have an "enable PCI 2.1
compliance" option, but the absence of such an option does not
necessarily imply that the board doesn't do 2.1.
