There's this film I saw in the 80's that I'd like to see again. Here's
what I can remember of it:

The beginning of the film shows a teenage brother and sister jogging
with their father, basically portraying them as a wholesome, loving
family.

Later on a gang kidnaps the brother and sister, and they have a bucket
of pig's blood along with a ferocious rottweiler.

They start putting blood on the two kids, but one of them knocks the
bucket of blood onto one of the gang members, and the dog breaks free
of the master's grip and ends up killing the guy covered in blood.

The back of the video cover showed a newspaper with a headline about
people being slain in a fairground.

What is the name of this film?

None of the video stores have any listing for 'The New Kids'. Is it
possible there is another name for it in Australia (eg. 'Airplane!' is
called 'Flying High' in Australia)?

I finally found a copy of "Striking Back"; That's the one! Well done
to ulu and westie for figuring it out. Now I can get to see how it
ends...

Perhaps you are thinking of "Carrie," which has a scene with pig blood (ewww).

I was thinking that too... but it was '76
and I don't think that was the back of the
video for Carrie. I don't remember a rottie
either :0)

This is a good question tho

Ok, since this kinda plot comes up
in foreign films too. Shall we presume
this to be an american film? What kinda
gang were they?

I haven't seen the film, but this matches your description.
http://us.imdb.com/Title?0089679

The New Kids(1985)
Abby McWilliams and her brother Loren McWilliams are particularly
moral teenagers. Their parents Mac and Mary Beth are killed in an
accident, and it's decided that Abby and Loren will live in the small
town of Glenby, Florida, with their uncle Charlie and aunt Fay, who
own a gas station and an amusement park, both of which are on Charlie
and Fay's property.

I have to give the movie credit, though, for devising a truly novel
method of torture. The inbreds, it turns out, have taught their
pitbull to enjoy the taste of blood. They lovingly feed it chicken
blood, which means some unfortunate character will inevitably be
doused with buckets of crimson before the dog is free to monge on his
face.

According to the IMDB, aka "Striking Back".
Have you checked under that name?
Subject: No PAL?

It could be it was never released in PAL. Amazon only lists an NTSC
VHS tape.

You might try searching the stores (on-line?) for films made the
director (Sean S. Cunningham) and released in 1985.
