Can I submit a request that my credit report be flagged
even though I do not currently have a problem with identity theft or a
stolen credit card?

I am aware that a "fraud alert" can be sent to the three credit
bureaus after a credit card has been stolen or in a case of "identity
theft".

As I understand the credit bureaus policy, once an account is flagged,
I will be contacted before informaion can be released.

I would like to take advantage of this
extra layer of protection that the credit bureaus provide if at all possible.

No. Just call them and they will explain.
