I need to find the government's restrictions and position on
vitamin/mineral supplements for equine.  We will be using the
supplement with the same structure and performance as humans.  We make
no claims but a statement as to structure and function and how it is
works within the body.

Can you direct me to a current book or government regulation for this
question of the food supplements that can be used in horses and the
statement on the container.  Also, who to contact regarding
information such as this.

Try AAFCO ( http://www.aafco.org/ ) for some answers.  I used to work
for the Dept of Agriculture in my state, and most of the laws
reguarding animal feed refered back to the AAFCO Offical Publication. 
Since you want to manufacture supplements, without making any medicial
statements, in most states your product will fall under commercial
feed law.  Each states laws are different, but most refer to AAFCO. 
If you want to start off small (which I recommend, I'll tell you why
in a sec), contact your states Dept of Ag and speak with the
Commercial Animal Feed Offical.

I'd start off in your home state first until you get a feeling for how
feed laws work.  If you commit a violation of feed law in any state,
you WILL have your products pulled off the shelf, and possibly face a
fine and/or jail time!  Seems pretty steep for making a mistake on
your formulation, or a label error, but since the Mad Cow scare, they
take it very seriously.  Your feed offical will review your label, and
sometimes your formulation, for accuracy and compliance with the law
for your state.  I personally have pulled several thousands of dollars
of product off the shelf for minor violations, and been a witness in a
case against a feed manufacturer for using illegal ingrediants.  Some
horse owners are more attached to their livestock, than their family.
