Huggard has written a 233 page book entitled "Investing With Variable Annuities
Fifty Reasons why Variable Annuities are better Long-Term Investments
than Mutual Funds". I can direct you where you can purchase the book.
Will this suffice as an answer?

In 1999, Huggard did write an article supposedly demonstrating that
variable annuities were better long-term inviestments than mutual
funds, which was published in a financial planning trade magazine.
This article was apparently a smash hit in that community and was
often reprinted and distributed to potential investors. (This article
is available online)

After that article made a reputation for Huggard in this area, he
followed it up in 2002 with the book called "Investing With Variable
Annuities: Fifty Reasons why Variable Annuities are better Long-Term
Investments than Mutual Funds." However, I can find no indication
that his "fifty reasons" were ever published in a shorter form in a
periodical article.
