I am looking for electrical distribution data for a city in GIS
format. The data should be accompanied by base maps, parcels, streets
and other social data, all in GIS format. A lot of cities offer to
sell ONLY the streets and parcels data. The city/town that I am
looking for should offer to sell/distribute electrical distribution
data along with the other data. Preferably, the city/town should have
a mixture of industrial, retail and consumer electrical connections.

I am also open to obtaining data from a fictitious city as long as
socioeconomic and demographic data is also available along with
electrical distribution data.

The electrical distribution data should contain transformers,
substations, transmission lines, power consumption upto individual
homes or industries(consumption within homes, industries not needed)

The data should be available in a CD or should be in a format that can
be downloaded from the net.

The data shouldn't be very expensive to obtain.
