Does the new law which prohibits research departments from receiving
investment banking money have a 'small firm' exclusion?

Specifically prove, with sources, that a boutique research department
can receive up to $5 million dollars a year from investment banking
deals; PIPES, secondary offerings, initial public offerings, etc.
