Hi there,

I'm studying Instructional Design and a co-worker told me a little
about an organization that exists (existed?) that would validate any
test that was sent to them, to determine if it truly met the
objectives it sought to evaluate.

I would like to know if the organization still exists. He remembers
that it was stationed in New York, established around the time he
first heard of it (1974-ish) and that it was founded with (in)famous
old money, like Carnegie or Rockefeller. His memory of it is from a course
he took in the 70s, so the edges of the story are fuzzy...

Can you help me out? I would appreciate a summary of the
organization's origins, purpose, credentials, and any other groups
they spawned. Links to sources are important, as I will eventually use
this information as part of a paper and will need to read more deeply
and cite the sites.

This is not homework, I promise :)  I'm just pre-researching topics for
Winter semester classes.
