When ever i open a internet site a small window opens 
SKIN INIT ERROR no matter what i do i cant get this stupid thing to disapear

I'd guess you're using a skinnable browser of the ilk of
Netscape/Mozille/Firefox and something's gone wrong with whichever
skin you've chosen to use.  Go to tools | skins and apply a different
one and see what happens.

I think there is a easy solution you just uninstall your Internet
Explorer or whatever you are using and then install it again.
