I would like to know if the supposed escrow service Fast-Deal
(www.fast-deal.org) is a genuine trustworthy company, or another tool
for Ebay scammers.

Reputable companies do not conceal their street addresses and
telephone numbers. I recommend to not trust a company that provides
nothing but an e-mail address.

The domain name fast-deal.org was registered earlier this week. I
would be very cautious about sending money to a business that was
created just a few days ago.

Also, it was registered with a free Yahoo email address; very unlikely
for a reputable financial business.

Than you all for your comments, that was all very interesting to know.
I just tried to get some info on the seller from ebay(he contacted me
after i was the highest bidder on an auction which ended below
reserve), but he is no longer an ebay member, and was only one for the
duration of the auction.

After telling him that i cant use fast-deal, he attempted to persuade
me to make the payment to a friend of mine via western union, sending
him a copy of the transfer as proof i have the funds. Then he would
send me the goods, when i am happy with them, i redirect the transfer
to him.

I presume that he would have some way of collecting the money transfer
without my having to redirect it?

He was very persistent. If he is a scammer, is there anywhere i can
report his email to?

The 'Escrow' site is 99.99% certain to be a scam.

The reason why he is no longer a member of EBay is that one of the
other bidders will have reported him for offering to deal 'off EBay'
- EBay do not like that at all.

If you WUXFER your friend the funds, and send 'Harry' a copy, the
chances are that he'll impersonate your friend.

The goods almost certainly do not exist.

Out of interest, what was 'Harry's' accent ?
- I presume you talked on the telephone

If you have a vindictive streak, then you could mess him around.
One method is to PhotoShop a fake WUXFER and Email it to him.
There are people who have made baiting scammers an art form
