Please provide 3 brands and models of B&W or Color laser printers that
can handle 11x17 inch paper for under $200.  Multifunction devices are
acceptable.

I doubt you'll find such. You can't find many Letter/Legal Laser
printers for under $200, so 11x17 laser, which is a niche item, isn't
going to be feasible. A brief pricewatch.com search does bring the HP
Deskjet (INKJET) 9650 at around $350.

Tabloid lasers START around $3000, unless you can get a phenomenal
refurbished or used deal via ebay or some liquidation auction.
