This link identifies a program which seems to draw line(s) across the
browser screen. http://www.artissoftware.com/screentools/guides.html
But it only works with MAC OS. 
I would like to find a
very similar program that I could download and use and would run in IE
6 using Windows XP. Thanks.

That was a wonderful suggestion. The application is very close to what
I'm looking for. It would be useful to find a tool which maintained
MULTIPLE horizontal and vertical lines SIMULTANEOUSLY like the one
from artis software. I appreciate your help. I'm leaving the question
still open in hopes of finding EXACTLY the tool offered by Artis, but
operational on a Windows OS as opposed to a MAC

If there is a researcher out there looking at my bid price, you'll
notice I raise it gradually....rather than do this, if you can solve
this question, provide an "ask" price, and maybe we can meet somewhere
between...maybe you can suggest this to Google for a future
enhancement to their pricing system for questions....

The tool is great, but I need more lines. and I need multiple ones of
them to co-exist in both a horizontal and vertical fashion...
